Hmmm, looks like the sleeves are not separate and it is all one piece, which makes life easier

Robes (robes have sleeves, cloaks do not have sleeves), are really easy to draft yourself.
The basic concept of how to draft the main part of this is similar to what I do for jedi robes:
http://www.starfirephoenix.net/jedirobe.htmYou would be looking at the body of it, still with an opening at the centre front, and perhaps a seam down the centre back as well (but it depends on the width of the fabric you use). If you use a fabric that is 150cm wide, you should be able to get away with no seam down the centre back, but if your fabric is narrower, you will need to do it in more pieces, but that is easily done

To draft the collar, cut out the neckline to the size you want it (I would make it larger than you normally would have it), and I suspect that the stand up collar is a large rectangle, but if you experiment with it, you will work out the exact shape it needs to be.
There is an amazing product called vlisoflex or something to that effect. It is like interfacing, but with two adhesive sides. It's easy to use, and I would use it to attach the appliqued pieces, and then sew around the edges to secure it.
