I was wondering if anyone would know where i could find a full black body suit w/ neck?

I've been looking around and I can't seem to find any with a neck. But i know I've seen them around somewhere.

Does anyone know where I could find one? Or will I have to go with a full body with open face hood?

You're looking for a garment? cos sorry, I haven't seen any with or without a neck.

If you're looking for a pattern, Kwik Sew Pattern 2335 is a men's wetskin (UV suit) with a neck.

You can buy these in a multitude of colours on ebay. Look up "zentai" and you should get a stack, or I think "cat suit" is the other name, but some others around here could probably confirm that. One seller I looked at which had full body ones including the head said that they could alter the suit for no extra cost which included cutting eye and mouth holes, or removing the head part. I'm sure you could ask for what you need of the seller and see what they say.

From what a few of us have seen lately in the cosplay scene with the cost of buying these suits vs the cost and complexity of making one it seems to be a better option to go for a pre-made suit from ebay.

I'm also now looking for something similar as a base for a major project but I'm looking for a two piece body suit. The lower half covering my whole body from waist down and the top half covering my whole body from waist up except for my face, white in colour.

Find what looks like a reputable ebay seller of zentai and email them. They usually do custom things for not much more. Probably the only way you'll get something in two parts.
